Do only really needy families recieve financial aid? (Pell grants 4 college)?

I didn't recieve any last semester....my parents arent wealthy and if it wasn't for the scholarship I got I don't know if going to school would have even been possible. It only pays for 75% for community college and I want to transfer soon, I just don't know what I'm going to do. It upsets me I didn't recieve any pell grants. I wish it was based on grades instead of purely money. Any thoughts? Suggestions?
